Delaina Martinez —            Founder & Principal Consultant

Delaina Martinez is a healthcare compliance and revenue integrity expert with more than a decade of specialized experience in behavioral health, Opioid Treatment Programs (OTPs), Intensive Outpatient Programs (IOPs), Tribal Healthcare systems, and high‑risk, highly regulated clinical environments. As the Founder and Principal Consultant of Revenue Integrity & Strategic Compliance (RISC) LLC, she partners with organizations across Alaska, New Mexico, Arizona, and Tribal communities to strengthen compliance, improve operational performance, and build financially sustainable programs that deliver high‑quality care.

Delaina’s expertise spans Medicaid and Medicare requirements, revenue cycle optimization, documentation and coding integrity, licensing and accreditation readiness, FWA prevention, and regulatory alignment with SOTA, DOH, BHSD, and DEA expectations. She is known for her ability to translate complex regulations into clear, actionable workflows that protect organizations while improving patient access and continuity of care.

A recognized leader in behavioral health operations, Delaina has served in executive roles including COO, CEO, CRO, Program Director, and Director of Financial Services for OTPs and behavioral health clinics. She has also supported Tribal health systems in expanding access to culturally responsive, compliant, and financially stable treatment services.

Delaina is especially passionate about integrated care, and Tribal Health Systems helping organizations implement primary care–behavioral health models, same‑day billing, collaborative care workflows, and Medicaid/Medicare‑aligned documentation practices. She understands that many clinics want integrated care but struggle with implementation — and she provides the clarity, structure, and training needed to make it successful.

Her work is grounded in a commitment to quality patient care, particularly for vulnerable and underserved populations. She helps programs address one of the most persistent challenges in behavioral health and opioid treatment: patient retention. By strengthening clinical workflows, improving documentation, and aligning operations with patient‑centered practices, she supports organizations in keeping patients engaged long enough to stabilize and recover.

Dr. Tania Hernandez — Medical Consultant

Dr. Tania Hernandez is a board‑certified Family and Addiction Medicine physician with extensive experience developing, leading, and strengthening addiction treatment programs across diverse clinical, correctional, and community settings. She brings deep expertise in Medication‑Assisted Treatment (MAT), clinical compliance, rural program development, and culturally responsive care — making her a powerful clinical resource for organizations seeking to improve patient outcomes and expand access to high‑quality opioid treatment services.

Dr. Hernandez has established and directed multiple addiction programs, including outpatient, inpatient, and correctional‑based treatment models. At the Monroe Correctional Complex, she helped launch one of the nation’s first Department of Corrections programs to maintain inmates on methadone throughout incarceration, dramatically improving safety, continuity of care, and post‑release outcomes. She has also led Suboxone induction initiatives, rapid‑induction protocols, and continuity‑of‑care systems that significantly reduce withdrawal‑related emergencies and post‑release overdose risks.

As Medical Director for Jamestown Healing Clinic, she built outpatient addiction services from the ground up, expanding them into integrated primary care, dental care, and mobile treatment units serving remote and underserved communities. Her entrepreneurial work as the founder of Adelita Health reflects her commitment to accessible, bilingual (English/Spanish), patient‑centered care focused on obesity, ADHD, addiction, and long‑term lifestyle transformation.

Dr. Hernandez is especially passionate about improving quality patient care and retention, two of the most persistent challenges in addiction medicine. She designs clinical workflows that strengthen engagement, support long‑term recovery, and align with evidence‑based practices across Tribal, rural, and high‑risk populations.

Her leadership extends into academia and community service, including her role as an Affiliate Professor at the University of Washington School of Medicine, her board membership with the YMCA of Snohomish County, and her work with youth sports and community organizations. Fluent in English and Spanish, she brings a culturally grounded, holistic approach to every program she supports.

With her blend of clinical expertise, program development experience, and commitment to equitable, accessible care, Dr. Hernandez provides the clinical depth and strategic insight that help RISC LLC clients build stronger, safer, and more effective treatment systems.

Anthony Adams —              Director of Community Outreach & Tribal Relations

Anthony Adams, from Acoma Pueblo, New Mexico, brings extensive knowledge of Tribal communities and a deep understanding of the cultural, social, and geographic realities that shape access to care. As Director of Community Outreach for RISC LLC, he plays a key role in strengthening relationships, building trust, and ensuring that programs remain responsive to the needs of the populations they serve.

With 33 years of experience working in the Alaska oil industry, Anthony spent decades in some of the most remote villages in the Arctic, collaborating with local communities, navigating complex environments, and developing strong communication and problem‑solving skills. This background gives him a unique ability to connect with rural and Tribal communities, understand their challenges, and support engagement strategies that are culturally grounded and practical.

Anthony’s lived experience, cultural insight, and long history of working in remote and underserved areas make him a powerful resource for outreach, engagement, and community partnership development. His ability to bridge communication between providers and the communities they serve helps improve trust, strengthen retention, and support the long‑term success of behavioral health and Tribal healthcare programs.

 

Angelica Ruiz —                      Billing & Credentialing Consultant                

Angelica Ruiz brings extensive experience in behavioral health billing, medical coding, Medicaid/Medicare claims management, credentialing, and denial resolution, making her a vital resource for organizations seeking accuracy, compliance, and financial stability. With a strong background in Family Practice, Urgent Care, and Opioid Treatment Program (OTP) billing, she understands the unique documentation and payer requirements across multiple care settings. Angelica is highly skilled in improving clean‑claim rates, strengthening payer communication, and resolving complex denials that often disrupt revenue flow.

Her expertise extends into Fraud, Waste & Abuse (FWA) prevention, medical auditing, and credentialing, allowing her to identify system vulnerabilities, correct documentation gaps, and ensure that providers meet all payer and regulatory requirements. Angelica’s deep understanding of billing compliance, documentation standards, and payer expectations enables her to quickly pinpoint issues and implement solutions that prevent costly errors, audit risks, and revenue loss.

Jennifer Cady — Clinical Consultant

Jennifer Cady brings more than 30 years of clinical experience to Revenue Integrity & Strategic Compliance (RISC) LLC, offering deep expertise in behavioral health treatment, program development, and evidence‑based therapeutic interventions. Her background spans outpatient therapy, juvenile justice, residential treatment, school‑based services, and clinical supervision, making her a versatile and highly skilled resource for organizations seeking to strengthen compliance, documentation quality, and patient‑centered care.

Jennifer’s career includes extensive work with children, adolescents, adults, and families across New Mexico’s behavioral health system. She has served in roles ranging from outpatient therapist and family advocate to Behavioral Health Supervisor for CYFD’s Camino Nuevo Youth Center, where she oversaw clinical teams, developed treatment programs, and trained staff in crisis management, emotional regulation, and trauma‑informed care. Her clinical practice includes specialized training in Dialectical Behavior Therapy (DBT) and Cognitive Behavioral Therapy (CBT), along with decades of experience supporting individuals with trauma, emotional dysregulation, substance use disorders, and co‑occurring mental health needs.

At RISC LLC, Jennifer contributes her clinical insight to support compliance reviews, documentation improvement, program development, and quality‑of‑care initiatives.
